Summary of initial site teleconferences.

Summary of Topics, Questions and Answers from Initial Site Telephone Conferences.
Although many of the topics covered in the conferences were similar across sites, there were also some specific questions asked by individual sites. To make sure all sites have the same information, the main points are covered below.
• Sites will be randomized through a phone call with Jan Miller-Heyl. Staff in the core DARE to be You office will flip a coin to determine which sites are family based and youth only. Therefore all potential sites must be recruited to be willing to participate in either group.
• Once a site/community/church is drawn into a group, they will stay in that group for the entire time.
• Sites can be expanded to include more subgroups in subsequent years to allow us to reach enough families or youth to fill our cohorts.
If a site is a church or other identifiable organization, you can recruit participants in that community outside of that organization. The main consideration is that they remain “non-contamination to their matched pair for the research.
• The curriculum is
o The family curriculum as used in the existing CTW program
 Adult manual with youth/adult activities
 Youth manual with youth/adult activities
o The youth only curriculum
Youth manual with congruent youth activities replacing the parent-youth criteria.
o Sibling manuals that are designed to match the family curriculum. Sites may also supplement with the DTBY k-12 manuals.
• The Curriculum will be provided to the sites:
o Hard covered manuals will be provided at the on-site training.
o Each facilitator will receive a hard covered manual for their audience.
o The site coordinator will receive the three volume set of parent and the two youth manuals.
o The sibling coordinators will receive the three volume set of sibling manuals.
• The curriculum has to be reviewed and approved by the funding agency. We anticipate submitting it the last week of November so we can start printing mid December.
• Training. We will schedule 30 hour on-site training in response to individual site timelines (as closely to desired times as our schedule allows). The training will include
o Requirements of the funding agency
o Recruiting
o Theory and Activities for both youth and adult curricula
o Process Evaluation reporting
o Outcome evaluation including the logic model, survey instruments and how they relate to the logic model and the activities, how to gain consent and assent from participants, how to administer surveys, and the tracking procedures for follow up surveys.
o Other reporting procedures
o One on one process time for individual site requirements.

• Incentives. The incentives can be cash or gift cards for the adults and will be gift cards for the youth.
o Parents or significant family members receive $150 for completing 20 hours of class and the baseline survey. Two significant adult family members/family can earn this incentive, this is to encourage the partner in the parenting process to also attend. This is not to be broken into two payments but given as one award for the combined survey and workshop.
o Youth in both family and youth-only program will receive a $50 gift card for completing the survey and 20 hours of workshops.
o Parents will receive $30 for completing each of the Six, 12 and 24 month follow up surveys.
o Youth will receive $20 for each of the 3 follow up surveys.

• The staffing section of the replication manual has been posted on this blog. Please review as some changes were required after our site visit. You may also make recommendations on this section before it is printed as a final manual.
The sibling coordinator must be a trained adult who prepares and conducts the sibling classes, and if necessary supervises teen assistants who help with the siblings.
• Advertising. Several samples of fliers, newpaper briefs and a brochure will be e-mailed to each site.

• Monthly communication will include Breeze/Webinar sessions with all sites.

• Budget. The multiple questions on the budget will be answered individually. We will provide each site with a budget format for billing that will also include a way to report the in-kind match for the billing period. This can be followed from the original budget.

• Subcontracts will be paid as reimbursement. CSU can be billed on a predetermined schedule. These invoices can be submitted regularly and do not have to wait for completion of all work, ie. An entire workshop series.does not have to be completed before billing occurs.

• The number/cohort is set at 20. We will key that as our objective and revisit our objectives at the yearly miniconference in the fall. The number of participants needs to provide the correct “power” for our statistical analysis so this is a decision that will be made in conjunction with evaluators and the project officer.

• Each site will have a liaison in addition to the PI who will participate in the on-site training. These persons will be an asset for dealing with technical issues of the program. The liaisons will be Dana Cox and Renee Podunovich. You can meet them on this blog.

Part 1. Staffing Guidelines and Revised Staff Positions.

REPLICATION MANUAL FOR DTBYCTW COMPARISON RESEARCH PROJECT

Section. I. Part I. Overview of Staffing Considerations

Flexibility of positions
The job descriptions enclosed cover the major components of each position.
There is some flexibility in how each site chooses to combine or split up the roles in each position; i.e., a site coordinator may also be the teen or parent facilitator. However site sponsor’s decide to structure the positions, it is important to make sure that the expectations are clarified with the staff and that all of the responsibilities in the job descriptions are transferred to new position descriptions. Parts of the different positions that can easily be overlooked include the roles of recruiting, assisting with surveys and some of the logistics. If the roles are realigned other than the position descriptions in this manual, please forward a copy to the DARE to be You Office in Cortez to be filed with your site information and submitted with the year end report.

Teamwork.
Ideally, all staff will view themselves as members of a team and be willing to help each other and participate in a variety of roles. All members of the team should be hired with the up front expectation that they will be willing to assist with all parts of the program. Some of the tasks that need to be done as a team include recruiting, making contacts for classes or surveys, helping conduct surveys, classroom prep and cleanup, organizing and setting up meals and snacks. In most situations, the best results occur when everyone pitches in at all levels and not one person feels they are the only one who has to, or should, complete those auxiliary tasks. Part 2 contains some tools to help people decide who will take leadership for the different tasks that have to occur for a successful program. But many of the tasks require multiple persons and that leadership includes soliciting assistance from others. Also, roles may be rotated for different series of workshops.
Another important consideration in hiring is that at least some of the staff can be cross-trained to cover for others who may be ill or have family emergencies.
Each site should consider having one or two people who may not be specifically allocated to this project take the training and attend a workshop. This is important so you have the capacity to cover for missing staff members if needed.

SITE SPONSOR (FTE varies with site and is a contribution/match)
Duties and Responsibilities: The Site Sponsors will
* Supervise the Site Coordinators directly and may assist with any program components including randomization of communities by PI.
* Develop and oversee Subcontracts or MOUs with CSU for this project, oversee internal relationships and MOUs in the region.
* Oversee site reports as required by PI.
* Assist in hiring and oversee training of the new staff/county orientation
* Be responsible for the advertising, screening, interviewing and hiring of new staff.
* Be responsible for specific site fiscal issues including documentation and reporting of in-kind match with each invoice.
* Make policy decisions with the project director and site coordinators.

Qualifications:
Site Sponsors play a supervisory or management role at the sponsoring agency.

Supervisory Relationships:
* Direct supervision of the agency head except for Florida site, this CEO is under supervision of the board of directors.
Travel and Special Conditions:
• None required.although attendance at yearly mini-conference is highly recommended and encouraged.

SITE COORDINATOR (averages .25 FTE/pair of matching sites)
Duties and Responsibilities: The Site Coordinators will
* Participate in random selection of communities into family based workshops or youth only workshops. This will be done in conjunction with the PI via a phone conference.
* Develop relationships with site referral agencies, assist with the collection of referrals, conduct recruiting sessions, and insure that follow-up contacts with target families occur. Recruiting will involve coordination with other staff to assist this these duties.
* Insure that all pre-, post- and follow-up surveys are maintained on all participants and that the confidentiality of both the surveys and the information shared by participants is maintained by all site staff. Insure that all surveys are mailed to the DTBY offices in Cortez within two weeks of the time they are administered.
* Insure that program staff maintains weekly workshop-logistics sheets and collect and submit these to the PI on a bi-weekly basis: cooperate with the research coordinator to insure that the data has been collected and sent as required.
* Participate in monthly Webinar conference calls and site visits from CSU or from the federal funding agency.
* Coordinate with Parent and Teen Facilitators for scheduling of family classes, assist with classroom logistics as needed..
* Assist in site review of evaluation and workshop process and content.
* Submit site reports as required by PI.
* Assist in training of the new staff/county orientation
* Be responsible, in conjunction with the site sponsor, for the advertising, screening, interviewing and hiring of new staff.
* Be responsible for meeting the project work plan in a timely manner.
* Provide supervision for the site staff.
* Facilitate management of the budget in coordination with the site sponsor..
* Make policy decisions with the site sponsor and project director.

Qualifications:
Site Coordinators must have a minimum of a bachelor degree in a related field. A master's or other advanced training would be preferred This person must also have experience working with both youth and adults in a care-giving field, show knowledge of cultural issues in the target population, be a member of the target population or show evidence of significant successful experience working with the target population. This person must also have basic knowledge of the prevention field as well as the field of "parenting" and some background in child development.

Supervisory Relationships:
* Direct supervision of the agency head exceptfor Florida site, this CEO is under supervision of the board of directors.

Travel and Special Conditions:
* Attend training workshops and conferences as requested by the project director.
* Attend multi-site facilitator & evaluation training and annual mini-conference.

PARENT/FAMILY FACILITATOR (.20 FTE/ AVE/SITE)

Duties and Responsibilities: The Parent/Family Facilitator will
* Work with the Adolescent Facilitator to recruit, train, and supervise Teen Educational Assistants who will work with the youth component.
* Assist with recruiting of families as coordinated by the site coordinator.
* Provide parent training, a minimum of one series of 11 week family based classes which include a meal, a parent-youth activity and special components for parents.
* Maintain workshop logistics sheets and cooperate with evaluation team site data collection and maintenance.
* Maintain attendance logs and track attendance for incentive program.
* Assist with arranging workshop logistics, including arranging for the meals, set up, clean up of the facility, arranging for incentives to be paid to the participants.
* Offer support groups as needed.
* Learn about appropriate referrals for necessary services to support family needs.
* Complete reports as required by the project director including weekly workshop logistic forms. Submit those forms on a bi-weekly basis to CSU.
* Submit requests for incentive checks and/or gift cards to program managers 4 weeks in advance of end of each workshop series.
* Assist with administering evaluation surveys as needed.

Qualifications:
Parent/Family Facilitator must have a minimum of a bachelor degree in a related field. A master's or other advanced training would be preferred This person must also have experience working with both youth and adults in a care-giving field, show knowledge of cultural issues in the target population, be a member of the target population or show evidence of significant successful experience working with the target population. This person must also have basic knowledge of the prevention field as well as the field of "parenting" and some background in child development. This person must be capable of conducting non-judgmental, strength based family classes as well as participating in administering surveys for the evaluation component of the project. A driver's license and personal car as well as computer literacy are also important.
Supervisory Relationships:
* Is supervised directly by the site coordinators at each site.
* Work with the Youth Facilitator to recruit, train, and supervise Student Aides who will work with the youth component.

Travel and Special Conditions:
* Attend facilitator and evaluation training and annual mini-conference.

YOUTH FACILITATORS (.25 FTE, All sites)

Duties and Responsibilities: The Youth Facilitators will
* Assist in recruiting, hiring, and training of Student Aides (teens who work with the middle school youth and their siblings).
* Assist with the recruitment of youth participants as coordinated by the site coordinator.
* Be the primary instructor for the middle school youth.
* Develop lesson plans for middle school youth for each session, divide components between teen educational assistants as needed, teach and monitor Teenage educational aides during the youth sessions.
* Maintain all youth participation records.
* Maintain workshop logistics sheets on the youth component of the workshops.
* Assist with administering surveys as coordinated by the research coordinator.
* Assist with scheduling and other workshop logistics including meals.
* Supervise or prepare all materials for the youth component workshops.
* If working with the family-based program, collaborate with parent and sibling facilitators to coordinate content of each workshop.

Qualifications:
The Youth Facilitator in each site must have extensive experience working with early adolescents in an educational program and with children of different ages. Optimal qualifications would include a bachelor degree in education or related field plus multi-age experience or evidence of successful experience working in a setting that contacts multiple ages. This person will also have direct supervision over teen employees, so the ability to relate well to teens is also important. This person must truly LIKE middle school and high school youth.

Supervisory Relationships:
* Is supervised by the site coordinator
* Supervises Teenage Educational Aides, including timesheets and other personnel paperwork.

Travel and Special Conditions:
* Attend all required training programs and the annual mini conference.

RESEARCH COORDINATOR (.25 in Year 01) (All Site Pairs)

Duties and Responsibilities: The Research Coordinator will
• Attend start up training on the evaluation component and the program component.
* Insure that all pre-, post- and follow-up surveys are maintained on all participants and that the confidentiality of both the surveys and the information shared by participants is maintained by all site staff.
* Organize all data packets, order incentive checks or gift cards, maintain data base on survey completions.
* Coordinate with Parent/Family and Youth Facilitators for scheduling of family classes as well as the administration of the baseline, six, 12 and 24 month surveys.
* Assist in site review of evaluation and workshop process and content.
* Submit site reports if required by the funding agency.
* Make sure all staff who assist with data collection have received training in survey administration..
* Maintain all processes that insure confidentiality of the data as outlined in the research protocol.
* Submit all data to the Principal Investigator (PI) within two weeks of collection.
Qualifications:
The Research Coordinator must have a minimum of a bachelor degree in a related field. A master's or other advanced training would be preferred This person must also have experience working with both youth and adults in a care-giving field, show knowledge of cultural issues in the target population, be a member of the target population or show evidence of significant successful experience working with the target population. This person must also have basic knowledge of the prevention field. This person must have a high level of persistence and organizational skills as well as a foundation in basic research techniques of randomization and confidentiality strategies, computer skills for data base management. A driver’s license and access to a personal car are also desirable.
Supervisory Relationships:
* Is supervised by the site coordinator.

Travel and Special Conditions:
* Attend training workshops and conferences as requested by the project director
* Attend annual mini-conference.

SIBLING FACILITATOR (.15 FTE) (All Sites)

Duties and Responsibilities: The Sibling Facilitator will
* Attend start up training on program and evaluation.
* Develop lesson plans for all appropriate ages of siblings that are participating with the middle school youth and parents for each session, divide components between Teenage educational assistants., teach and monitor these assistants during during the youth sessions. Be the primary educator for the sibling component.
* Assist with recruitment.
* Collaborate with Site Coordinator to determine content of each workshop.
* Assist with scheduling and other workshop logistics including meals.
* Supervise or prepare all materials for the sibling workshops.
* Co-train Teenage educational assistants..
* Assist with survey administration when needed.

Qualifications:
The Facilitator must have extensive experience working with children of different ages. Optimal qualifications would include a bachelor degree in education or related field plus multi-age experience or evidence of successful experience working in a setting that contacts multiple ages. This person will also have the assistance of Student Aides, so the ability to relate well to teens is also important. This person must truly LIKE children.

Supervisory Relationships
* Is supervised by the program manager.

Travel and Special Conditions:
* Attend all required training programs and the annual mini conference.

TEENAGE EDUCATIONAL ASSISTANTS

Duties and Responsibilities
• Attend training for teen assistants.

• Attend preclass meetings as requested by site coordinator

• Prepare for activities as instructed by sibling or youth coordinator

• Make a commitment to attend all 11 of the sessions or as needed unless family emergency or illness prevents from doing.

• Understand the concept of confidentiality and commit to maintaining the confidentiality for all participants.

• Support the concept that abstinence is the best choice for middle school youth.

• Focus on work responsibilities and not interpersonal relationships or communications with people outside of the program during work hours.

Qualifications:
Must have completed a job application, interview and a minimum of six hours of DTBY-CTW training. Must have a positive attitude about working wih youth and assisting with workshop logistics as required by the team.
Travel and Special Considerations;
Transportation to workshop sites and to training as arranged with site coordinator or youth facilitator.
Supervision:
Will be supervised by the Youth Facilitator.
